Governance
The British Association of Sport Rehabilitators and Athletic Therapy Ltd (BASRaT) is a not for profit company limited by guarantee, registered in England and Wales (Company Registration Number 16350982). The objects and articles give BASRaT an organisational structure designed to ensure the ability to carry out the multiple functions of accreditation, membership and registration effectively and efficiently, whilst still meeting the current and future standards of a Professional Standards Authority in Health and Social Care accredited register holder.
BASRaT is split into two main parts; the overall governance and strategic direction is overseen by the elected Board of Directors and this is supported by the employed operational side of the Executives Office. The operational side of BASRaT supports the Board of Directors and provides continuity of expertise in all the key operational areas.
In its operation the Board of Directors follows the articles of association. The make-up of which is designed to maximise effectiveness and efficiency whilst minimising undue individual influence and conflicts of interest.
The Board, which has overall strategic oversight of the organisation, makes a full report to members at the Annual General Meeting where they are available to answer questions that arise from that year's activities; accountability and transparency are key to Board functioning with the latter also underpinned by the regulatory committee and the oversight of the Professional Standards Authority in Health and Social Care. The structural conditions the Board operates under also work to ensure integrity e.g. the articles of Association for BASRaT, the conflicts of interest framework, the oversight of the regulatory committee and appointments / removal process.
BASRaT has a separate Regulatory Committee whose overall aim is to ensure transparency and that the actions of the board and Fitness to Practise panels are fair, appropriate and match BASRaT’s articles and objects. In brief summary, with reference to BASRaT’s articles, the RC will:
Review board meeting minutes and notifications of substantive changes to standards. These areas include standards of training and education, registration, continuing professional development and standards of ethical conduct and behaviour.
The RC will review Fitness to Practice summary outcomes along with Fitness to Practice panel recruitment and overall implementation of Fitness to Practice proceedings. The RC will produce a report to the Board on the operation of the Fitness to Practise process.
The RC will produce an annual report for the annual general meeting on its work and findings; this report will be copied to the Professional Standards Authority in Health and Social Care.
One member of the RC will be part of an annual remuneration committee that will determine salary increases for company staff.
The employees in the CE office are not part of the Board (except the Chief Executive) and follow published frameworks in their operational duties. All key accreditation and registration processes are governed by clear frameworks, minimising the potential for subjective decisions that could affect either of these areas. Membership functions are a soft process and largely reflect the development of an open, transparent, effective and safe healthcare occupation. If a potential registrant does not meet registration standards, it is not administratively possible for them to proceed to registration. Additionally, the BASRaT registration exam offers an additional, objective, quality assurance step in the registration process.
The Professional Standards Authority in Health and Social Care (PSA) provides oversight of BASRaT’s governance and operations. The PSA assesses both Statutory Regulators and Accredited Registers annually and publishes a report on their performance against the PSA standards:

BASRaT Organisational Structure
1Board of Directors – The leadership team consists of Executive Directors and Non-Executive Directors, and except the Chief Executive, serve a maximum of two terms of four years. They are bound by the key articles of the organisation, including the overarching principle of BASRaT being not-for-profit. The Board guide BASRaT in:
(a) the promotion and regulation of the profession and practice of Sports Rehabilitation and the global development of the profession;
(b) the setting and monitoring of contemporary educational and professional standards for Sport Rehabilitators with regard to the protection of the public;
(c) the management and maintenance of the Register pursuant to Article 6 having regard to the protection of the public;
(d) the promotion of, and the dissemination and application of, best practice and learning derived from the scientific study of Sports Rehabilitation;
(e) the facilitation of communication among those actively engaged in the scientific study and delivery of the theory and practice of Sports Rehabilitation; and
(f) the promotion of, support for, and development of health promotion initiatives to the wider public relating to Sports Rehabilitation.
Chief Executives Office – Is headed up by the Chief Executive who is also an Executive Director and staff include the Registrar, Accreditation Lead, Communications Manager, Education Officer and Administrative Officers. The Accreditation Team also work under the guidance of the CE office. The CE office is the operational arm of BASRaT and is responsible for a number of areas including:
(a) Accreditation and institution liaison.
(b) Registration functions.
(c) Representing the profession, employment development, contributing to public health and liaising with external bodies.
(d) International Arrangement, standards assurance and the registration exam.
(e) Curricular and global profession development.
(f) Professional regulation.
(g) Administrative functions.
(h) Communications and marketing.
Regulatory Committee – An independent committee that provides additional oversight of the CE Office, Board of Directors and Fitness to Practice Panels. Their duties include:
(a) Reviewing and reporting on board meeting minutes and notifications of substantive changes to standards. These areas include standards of training and education, registration, continuing professional development and standards of ethical conduct and behaviour.
(b) Reviewing Fitness to Practice summary outcomes along with Fitness to Practice panel recruitment and the overall implementation of Fitness to Practice proceedings. They will produce a report to the Board on the operation of the Fitness to Practise process.
(c) The RC will produce an annual report at the annual general meeting on its work and findings; this report will be copied to the Professional Standards Authority.
(d) They will form part of an annual remuneration committee that will determine salary increases for company staff.
Independent Consultants and Specialist Panels – A number of specialised professionals will support BASRaT functions, these include:
(a) Psychometrician, working under the CE office.
(b) IT consultants, working under the CE office.
(c) Fitness to Practice Panels – Following the BASRaT FtP framework, these panels will work independently with administrative support from the CE office via the Registrar.
Appointments Committee - The Appointments Committee shall be comprised of at least three directors and three Registrants who shall be selected at random from a pool of volunteers. They are responsible for:
(a) Appointments to the Board of Directors.
(b) Appointments to the Regulatory Committee.
Professional Standards Authority in Health and Social Care (PSA) - All BASRaT functions are also overseen by the PSA and BASRaT is continuously monitored and is also assessed annually against the PSA standards for Accredited Registers.
